The process of accrediting the six Harbor early childhood centers was a multi-year commitment led by Bernadette Wallace, Director, Day Care Services. First each site entered into a self-study process to determine how well they met the 425 N.A.E.Y.C. research-based, best practices criteria. Next, the programs made changes to build upon program strengths and to make necessary improvements to enhance program quality. Finally, the programs were observed by independent professional assessors and then reviewed by a national commission comprised of early childhood experts.

Our early care and education programs are helping to prepare our children for school, work and life, but their reach is limited. Lehigh Valley Child Care has 19 sites participating in Keystone STARS, so I see first-hand how quality can be improved when we commit the appropriate resources. Nearly two-thirds of our child care centers in Pennsylvania are participating in Keystone STARS to improve quality in their programs, yet only about 10 percent have a STAR 4 rating, the highest rating in the system. Head Start is serving approximately 34,000 children across the commonwealth, yet it is estimated that another 17,000 children are income-eligible for Head Start but not receiving services. More than 3,000 children are participating in pre-kindergarten programs funded by the ABGs, but this is only a small fraction of children who could be attending. We need these financial resources so that every child gets the opportunity to achieve in school and in life.
