Weekend gunplay ill omen for city

Police Chief Bill Blair has deployed more of his officers in troubled parts of Toronto and they are working to build contacts within the community. Additional officers are being hired. And the police force struck back against gangs in dramatic fashion last month with a sweep targeting the notorious Jamestown Crew. More than 100 people were charged with a variety of offences, including attempted murder and drug trafficking. In addition, a Brantford-based gun-trafficking network linked to the Toronto gang was broken up. Clearly, no one can accuse the police of inaction.

Now it's time to work on an effective preschool program

Ironically, universal preschool's opponents have already helped lay some of the political groundwork to support incremental steps toward universal preschool access. During the campaign, many acknowledged that preschool benefits poor children, and said they supported publicly funded preschool for low-income youngsters, but opposed funding preschool for middle-class children. Now that the campaign is over, preschool advocates should hold these individuals accountable for their words and push for publicly funded preschool for all low-income children. Such investments would help provide funding to build the state's preschool infrastructure.

"We're working together to toughen local penalties for sale and possession of illegal guns, to share "best practices" in enforcement, and also to oppose wrong-headed Federal legislation that would protect gun traffickers and the rogue gun dealers who supply them. In fact, more effective Federal action is needed on a broad range of issues. Our Federal system of government rightly assigns the primary responsibility for public health at the state and local level. We wouldn't have it any other way. But in meeting the challenges of chronic disease and illegal firearms, we also need our partners at the Federal level to step up to the plate. Federal law should make it easier, not harder, to choke off the interstate transport of illegal firearms.

In 1997, a team at The George Washington University in Washington, D.C. began to develop their own online learning software because the available software was not as easy to use, flexible, or scalable as faculty and students at a major university needed. As a result, the team created Prometheus, a scalable software based on proven technologies such as leading databases from Oracle and Microsoft as well as an open-source code application built in ColdFusion.

One of the six abstracts, which my friend Victor Prodigo and I will present (as I mentioned in my most recent article for this column) in a scientific meeting on integrated water resources management at the University of the Philippines Diliman this September is titled: "The LINAW - Iloilo City, Philippines Community-based Septage Management: A Motivational and Empowerment Strategy to Rapid Household Level Low-cost Wastewater Treatment and Re-use Awareness."
