The purchase enables the region's dominant health insurer to create a for-profit subsidiary that could compete in the "small group" market, where Highmark has been trying to convince the state Legislature to change the rules governing how companies set premiums. With a for-profit subsidiary, Highmark could, in effect, adopt the business practices of the for-profit competitors it has been trying to abolish in the small business marketplace. A "small group" in Pennsylvania is one that includes two to 50 people.

Amount of unpaid federal fines up sharply

This is almost five times the amount uncollected 10 years ago -- and enough to cover the annual budget of the Department of Homeland Security. A decade ago, Congress mandated that fines be imposed regardless of defendants' ability to pay, which has added tremendously to outstanding debt.

CHARLESTON, W.Va. (AP) - The measure considered to be the centerpiece of his agenda has landed on Governor Manchin's desk after being tweaked by both chambers of the Legislature. Manchin had proposed two private market-based measures to expand health care access: a no-frills insurance plan and a prepaid, clinic-based primary care program. But the measures bogged down during the session after the House combined them and added universal health care as a state goal. The Senate balked at such language. As a compromise, lawmakers proposed creating an Interagency Health Council to study and implement programs addressing universal access. The measure would also expand the Children's Health Insurance Program to leave only an estimated 800 state children without access. Each chamber passed the final version unanimously.
