Annette Phelps is Chief of the Bureau of Family and Community Health in the Florida Department of Health. A nurse practitioner with a Master of Science in Nursing, she has had a career ranging from the surgical ICU, to student health services, Veteran's Administration outpatient service, to public health. Since 1989, she has been working in the central office of the Florida Department of Health with primary responsibility for Maternal and Child Health. During this time SIDS legislation was passed and implemented, as well as other infant mortality reduction projects including FIMR and a statewide Healthy Start initiative, Ms. Phelps was instrumental in the program policy development and implementation of these initiatives. She has served on state and national advisory groups related to infant mortality reduction and assisted with training related to these initiatives in several states and at national meetings.
