To offset possible negative effects of brain drain, we can increase the incentive of guest workers to return home through a forced savings program. When a guest worker is issued a visa, a special savings account would be created for him. When he gets a job, a certain percentage of each paycheck would automatically be deposited in this account. Guest workers will not be allowed to withdraw money from the account, except in their home countries. Or they can stay, accumulate a certain amount -- a citizenship threshold
